Thimbleby Parish Council has five seats that can be occupied by elected and co-opted parish councillors.

The parish council meets every couple of months usually at Thimbleby Village Hall at which it makes decisions regarding its business and those for the community. Extraordinary meetngs of the parish council can be called by the Chair of the Parish Council at any time or by two councillors in accordance with legislation.

No individual parish councillor can make a decision for the parish council.  All decisions must be made at a lawfully-convened meeting summoned by the Proper Office of the Council (the Clerk) who is an employee of the parish council. The decisions of the parish council are minuted and these are published on this website.  All matters going to considered by the parish council must be listed on the agenda which must be issued before a parish council meeting.  The Chair of the Parish Council manages the meeting.  All other councillors express their views on matters of business before the council and vote on the motions put forward.  Decisions of the parish council are called 'resolutions'.  The Clerk is the officer who advises the parish council on issues of procedure, law and finances to help it guide its business and who also drafts the minutes of each meeting and implements the resolutions made by the parish council.

Parish Councillors serve on the parish council either after election or by co-option.  If a casual vacancy arises 10 electors can ask the Returning Officer to arrange a ballot for the election of the parish councillor.  If a ballot is not called then the parish council can co-opt eligible candidates to the council to serve as parish councillors.

All-out elections are held every four years when all serving parish councillors term of office must come to an end and new and re-standing parish councillors are elected to the parish council.  These are next due to take place in May 2027. .
