This accessibility statement applies to the website: https://thimbleby.parish.lincolnshire.gov.uk/

This website is run by Thimbleby Parish Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of NVDA, JAWS and VoiceOver)

We’ve also made the website text as simple as possible to understand.

Technical information about this website’s accessibility

Thimbleby Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

Some images do not have a text alternative. This fails WCAG 2.2 success criterion 1.1.1 (Non-text Content).

Some text and interface components do not meet minimum colour contrast requirements. This fails WCAG 2.2 success criterion 1.4.3 (Contrast (Minimum)).

Keyboard focus indicators are not always visible or sufficiently clear. This fails WCAG 2.2 success criteria 2.4.7 (Focus Visible) and 2.4.11 (Focus Appearance (Minimum)).

Some interactive elements may not meet minimum target size requirements. This fails WCAG 2.2 success criterion 2.5.8 (Target Size (Minimum)).

Some parts of the website are not fully operable using a keyboard. This fails WCAG 2.2 success criterion 2.1.1 (Keyboard).

There is no mechanism to bypass repeated blocks of content. This fails WCAG 2.2 success criterion 2.4.1 (Bypass Blocks).

Some links do not clearly describe their purpose. This fails WCAG 2.2 success criterion 2.4.4 (Link Purpose (In Context)).

Content may not reflow correctly at high zoom levels or when text spacing is adjusted. This fails WCAG 2.2 success criteria 1.4.10 (Reflow) and 1.4.12 (Text Spacing).

Some documents are not structured so they can be read by assistive technologies. This fails WCAG 2.2 success criteria 1.3.1 (Info and Relationships) and 4.1.2 (Name, Role, Value).

Disproportionate burden

We have assessed the cost and practicality of fixing issues with older documents, including PDFs and archived meeting records, and believe that doing so would be a disproportionate burden within the meaning of the accessibility regulations.

We will ensure that any new documents we publish meet accessibility standards.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents published before 23 September 2018 are not fully accessible. This is because they are exempt from the accessibility regulations unless they are essential to providing our services.

What we’re doing to improve accessibility

We are working with our website provider and trying to ensure new material we add to the website will aim to:

  • improve colour contrast and visual accessibility
  • ensure clear and consistent keyboard focus indicators
  • review navigation and page structure
  • ensure interactive elements meet minimum accessibility requirements
  • improve the accessibility of documents published in future
