“f) To consider the ELDC Officer's comments regarding the location of bins in Thimbleby and placing of unofficial bins in the parish. 
Regarding the above.
would it be possible for us to have a copy of the comments of ELDC” 
 
Decision:
In accordance with Section 1(1)(a) of the Freedom of Information Act 2000, you are advised that Thimbleby Parish Council does hold information that falls within the description specified in your request. 
The information you have requested is reproduced here: 
 
“The first thing I need to mention is the bin that the resident has put out. I’ve not been to Thimbleby yet to see it in person yet; however, we cannot have bins put out in this way with an expectation that we will empty it. Whenever anyone uses our official dog bin policy to ask for a new bin, they must make a case for it and we have to review it, and quite often the case made isn’t substantial enough to warrant a new bin. When we have a potential location, we also check the area on several occasions over a period of weeks to see if there is a genuine need for it.
  The reason the bin was relocated is that its usage was extremely low, (virtually nil in fact). This is backed up by the fact that since it’s been gone, we haven’t had to increase our tidying of the immediate area around where the bin was. Looking at where the bin is now to where it was, we appear to have moved a bin from a position of virtually nil usage to being used a bit more frequently, (which I’m assuming is why there was a request in the first instance to put a bin on Mill Lane). The usage is still far from high though.
  Ther reality is that you have two choices. We can either move the bin back to where it was originally sited, or you can follow our online dog bin policy and try to make a case for a new bin and submit it. We would then look at the area over a period of time to see if a new bin is warranted. Although this may sound a little harsh, we can’t put a bin out because someone wants one, there must be a genuine, proven need for one.
