DRAFT MINUTES OF THE PARISH COUNCIL MEETING ON 5TH MARCH 2025
AT 7.00PM AT THIMBLEBY VILLAGE HALL.

27/25. Apologies for absence to be approved if appropriate.
None. All parish councillors present. ELDC Cllr S. Wardman-Campbell had sent apologies.
28/25. Declarations of Interest and consideration of any requested dispensations
None.
29/25. To adopt the draft minutes from the Parish Council meeting held on 29th January 2025.
The draft 29th January 2025 minutes were proposed, seconded and unanimously RESOLVED to be adopted and signed by the Chair. 
30/25. To consider any matters arising from the previous meetings 29th January 2025 not already on this agenda including Clerk’s Report and actions taken.
The Chair reported that she had attended the official opening of Thimbleby Village Hall on 15th February and lots of villagers had been present.

Parish Council RESOLVED that the Clerk would liaise with Horncastle Town Clerk over the renaming of Thimbleby Hill to Thimbleby Road as the issue did not affect residents in the parish of Thimbleby and Horncastle Town Council had been in contact with the residents affected in their area and it was on their next meeting agenda.

a) Application reference S/181/01013/23 and S/181/01014/23     Planning Permission - Change of use, conversion of, extension and alterations of existing barn which is a listed building to form a dwelling - VILLAGE FARM, MAIN ROAD, THIMBLEBY, HORNCASTLE, LN9 5RE

ELDC Decision: Decision awaited.
The plans and reports had been updated by the applicants on the ELDC planning website. RESOLVED for the Clerk to submit any comments in consultation with councillors by any new deadline set by ELDC.

c) EN0210006 - Application by Ossian Offshore Windfarm Limited (the applicant) for an Order granting Development Consent for the Ossian Transmission Infrastructure – NEW https://national-infrastructure-consenting.planninginspectorate.gov.uk/projects/EN0210006 
The Council noted the documents RESOLVED that they would not submit any comment as it was over 15km away.  
33/25. To receive written and verbal reports from ELDC & LCC Councillors
a) Cllr Bradwell (LCC) said that she had asked LCC Highways to resurface the footpath from Church Corner towards Green Lane. Cllr Bradwell also reported that she was still concerned about water run-off heading towards the bungalow opposite Green Lane and would monitor this.
Lincolnshire County Council had increased its precept by 2.99%
b) Cllr Martin (ELDC) reported that ELDC confirmed that there were three official bins in the parish; Mill Lane, Bus stop near the phone box and Harper Garth. A new fourth bin next to the bench near Church Corner had been emptied by ELDC but the bin is not adopted and not on the schedule. Parish Councillors noted the information and requested further consideration be added to the next Parish Council agenda. 
ELDC planned to increase its precept by 2.9%  
34/25. To consider any highways, footpath and related issues.
a) To receive an update on the Council’s Community Speed Watch and to note the LRSP Community Speed Watch Newsletter.
There was no report from the CSW co-ordinator. Parish Council wanted to know if any CSW sessions would take place in 2025.  Councillors noted the information in the Lincolnshire Road Safety Partnership CSW newsletter about Speed Indicator Devices radar slippage and the criteria to bring further measures into an area. 
b) To consider the reports from Thimbleby Speed Indicator Devices (SID).
The Clerk provided the SID data reports and it was RESOLVED to publish this data on the website. It was noted that the highest average speeds were taking place during the night when traffic was reduced, remote speed camera and CSW was not operational. The SIDs reduced average speeds as vehicles approached them.
c) To receive updates on the installation of the replacement noticeboard.
The Clerk was still waiting for Lincolnshire County Council to issue the permit after chasing repeatedly to find out what they needed.
d) To consider other highway and footpath issues raised in the parish.
None raised.  
35/25 Finance
a) To approve the payment of bills paid between meetings and bills to pay on the payment schedule.

It was proposed, seconded and unanimously RESOLVED to make the payments listed. 
b) To note the bank reconciliation and account balance. 
Bank balance of £9527.09 as at 12th February 2025.
c) To consider changes to the bank signatory mandate.
It was proposed, seconded RESOLVED to add Cllr Bachrati and Cllr Doody and the Clerk to the bank signatory mandate ready to sign up for online banking once the amendments are in place.  
d) To consider any grants and donations for 2024/25 financial year.
No grants were requested.  
e) To consider the risk register for Thimbleby Parish Council.
The risk register was reviewed. It was proposed, seconded and RESOLVED to approve.
36/25. Emergency Planning: 
a) To consider Community Emergency Planning for the parish of Thimbleby.
It was debated and previous investigations into it had seemed onerous for a small parish council.  Appropriate residents may wish to register with utilities and water companies registers for vulnerable people as these would get targeted help if it was offered. It was proposed, seconded and unanimously RESOLVED to be part of the Horncastle Town Council cluster on their Emergency Response Plan and key contact details would be updated with them. 
b) To consider the S.19 Flood Investigation Report for Thimbleby and LCC Flood and Water Management Scrutiny Committee Report on Storms Babet and Henk.
The local impact was noted and the reports added context to the causes and effects on residents.  No further action was needed at this time.  
37/25. To approve any bookings for training and potential costs. 
LALC Training Bulletin dates for new councillor, planning and chairs’ training to be circulated and booked when available. 
38/25. Next Meetings: To consider items for the agenda for the Annual Parish Meeting of Electors immediately followed by the Annual Meeting of the Parish Council of Thimbleby Parish Council – Wednesday 7th May 2025 6.30pm. 
The Council decided that tea, coffee and biscuits can be provided at the Annual Parish Meeting and invite the representatives of the Church and Village Hall to give an update. 
Thimbleby Parish Council meeting to commence at 7pm and an item to consider is the location of the stack of straw next to the public footpath behind Harper Garth. 
39/25 Confidential items: To resolve that, under Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, the public and press be excluded from the meeting during consideration of the following agenda item due to its confidential nature.
It was unanimously RESOLVED to start the confidential session. 
40/25 Procurement: To consider estimates/quotations for completing work on the Village Pump Wall from Paige Contracting Ltd and R W Pinkett Building Contractors Limited. 
It was proposed, seconded and unanimously RESOLVED to delegate to the Clerk in consultation with Councillors to make further enquiries and decide the contractor to undertake the work (in accordance with S.101 Local Government Act 1972).
