MINUTES of an extraordinary Parish Council Meeting on 29th September 2025 at 7.15PM at Thimbleby Village Hall.

A short general discussion took place about the planning applications after which the residents left.

The Chair welcomed everyone and opened the meeting.

- Application reference S/181/00034/24 | Planning Permission - Erection of 13 no. detached dwelling and a public community open space, existing buildings on site to be demolished. | HALLGARTH FARM, MAIN ROAD, THIMBLEBY, HORNCASTLE, LN9 5RE
NEW - A fresh consultation announced closing date 15/10/25
- Council noted that the plot layout has been redesigned and reduced to nine properties.
- It was unclear whether the pond would be amenity space, who would be responsible for its upkeep and if the depth would create undue risk for dogs, other animals, children and the vulnerable. Will life-saving equipment such as a life belt be nearby if appropriate?
- The Parish Council expressed a wish if these were to be family homes to see some kind of communal play area for younger children with some swings and similar equipment for developing some kind of community cohesion for local families. The Parish Council would be willing to enter into further engagement on this issue.
- The Parish Council felt that the design still did not match local vernacular design such as the local converted barn / farmhouse accommodation.
- Parish Council considered the amount of parking that a development might create with fears that this might become congested over time. Would three visitor spaces be possible near the existing copse area? Due to the amount of parking that occurs along Main Road at the moment outside accommodation could double-yellow lines be potentially laid outside this development along the Main Road to minimize the risk of overspill parking on the Main Road itself.
- The Parish Council welcome the Lincolnshire Highways proposals to produce tactile crossings and improved bus stops and would welcome entering into further engagement over the precise improvements. Parish Council would hope to also see accessible bus stops with appropriate raised roadside curbs if possible as well as potentially electronic bus stops so passengers know when busses will arrive.
- RESOLVED unanimously to SUPPORT the application with the above comments.
- Application reference 03239/25/OUT Planning Permission - Outline erection of 9no. dwellings. Proposed Farm Access Off Thimbleby Hill Main Road Thimbleby, Lincolnshire.
NEW - ELDC consultation period until 13th October 2025.
The Chair left the meeting between 7.50 and 7.52pm.
- The Parish Council considered the following material considerations were relevant;
- The expansion of Horncastle and loss of distinct rural character of the Parish of Thimbleby as a separate village would be lost as this green space between the two distinct areas would be lost. This is perceived to be urban sprawl and would result in the joining together of Horncastle and the village of Thimbleby – two historically distinct villages/towns and this application nearly abolishes that – it is outside the Town of Horncastle but is an extension of it. Parish Council wished to continue to see the distinct break between the two communities. Thimbleby is a rural village that has historically always had ribbon development along its Main Road – this an expansion of a larger Horncastle suburban housing estate into Thimbleby. This is not consistent with National Planning Policy Framework and Local Plan policies.
- The Parish Council objects to the access being made onto Main Road, Thimbleby Hill from this site. It is better to incorporate this new site development into the existing roads that have been built into this recently developed housing estate including Russell Danby Drive rather than creating more new entrances and exits onto Thimbleby Hill.
- Thimbleby Parish Council requests that ‘Thimbleby Hill’ road name be maintained along the piece of road outside this site as it is historically and in contemporary times always been known as that. Thimbleby Parish Council were not consulted about renaming the lower part of the road on Thimbleby Hill as ‘Thimbleby Road’ instead of Thimbleby Hill and do not wish to see that new road name officially extended.
- Thimbleby Parish Council carefully considered planning applications it is consulted about and does not Object to many applications. The Parish Council does feel strongly this Planning Application is not in keeping with the character of the parish and the distinctiveness of Thimbleby as a separate village to Horncastle.
- RESOLVED unanimously that the Parish Council OBJECTS to this Planning Application with the above comments.

RESOLVED to book all parish councillors onto the online Planning Course on 27th October 6pm.
