I hereby summons you to the Annual Parish Council Meeting of Thimbleby Parish Council on 7th May 2025 starting at 7.00pm or shortly thereafter preceded by the Annual Parish Meeting in Thimbleby Village Hall at 6.30pm. If you cannot attend, please notify me with a reason for your absence. The agenda is attached below.

1. Election of Chair of Thimbleby Parish Council and signing the Declaration of Acceptance of Office.
2. Election of Vice Chair of Thimbleby Parish Council.
3. To resolve to open a period of public participation of not more than 5 minutes for any members of the public to ask questions or raise local issues not covered during the prior Annual Parish Meeting.
4. Apologies for absence to be approved if appropriate.
5. Declarations of Interest and consideration of any requested dispensations.

7. To consider any matters arising from the previous meeting 5th March 2025 not already on this agenda including Clerk’s Report and actions taken.

11. To consider offer for the Thimbleby grass-cutting contractor quotation for 2025.

15. To consider the Council’s Community Speed Watch equipment and future of the scheme now the Co-Ordinator is stepping down.

a) To approve the payment of bills paid between meetings and bills to pay on the payment schedule.
b) To note the bank reconciliation and account balance.
c) To consider update for bank signatories amendments.

To review and consider the following draft policies for adoption; Standing Orders, Financial Regulations, Code of Conduct, Communication and Engagement Policy; Complaints Procedure; Co-option Policy and Procedure; Health and Safety Policy; Publication Scheme; Staff Appraisal Policy; Equality and Diversity in Employment; Dignity at Work Policy; Social Media and Electronic Communications Policy; Pension Policy Statement; Volunteer Policy; Data Breach Policy; IT Policy; Data Protection Policy incorporating data breach procedure and privacy notice; Records Retention Policy; Grant Awarding Policy; Delegated Powers Policy to deal with Planning Applications and Urgent Matters; Vexatious Complaints and Unreasonable Disruption Policy.
20. To adopt the Terms of Reference for a) The Staffing Committee b) Finance and General Purposes Committee.
21. To consider the Summer newsletter contents, preparation and distribution.
22. To agree a date for an extraordinary meeting to receive the internal auditor report and approve the annual governance and accounting return by 27th June 2025.
23. To approve dates of ordinary meetings of Thimbleby Parish Council for 2025-26 civic year – 9th July 2025, 10th September 2025, 12th November 2025, 7th January 2026, 4th March 2026 and Annual Parish Meeting and Annual Parish Council Meeting on 6th May 2026 and to book Thimbleby Village Hall and any items to be proposed for the next meeting agenda.
