NOTES OF THE PARISH COUNCIL MEETING ON 10TH NOVEMBER 2021

E Mail received from Lincs police that with the new way the local NPT work PCSO’s
do not normally attend Parish Councils. The Parish Council receive a monthly newsletter which covers the local area, and is displayed on the website. Any specific questions should be directed to the PCSOs in the normal way

3 To sign as correct the minutes from the last Parish Council meeting held on 8th September 2021.
Proposed Cllr Cllr Doody, seconded Cllr Mrs. Doody & unanimously agreed that these minutes should be signed.
4. Clerks Report
a) The Clerk has contacted ELDC concerning the derelict property on Chapel Lane, further information has been received from Cllr Doody and this has been sent onto ELDC.
5. Correspondence Received
a) Lead Flood Authority – request for information – sent to Councillors before the meeting, and information sent

b) LCC Highways notice of temporary Traffic restriction – Thimbleby Hill, put on the website

c) E Mail from a resident concerning mud on paths & Highways – sent to Councillors before the meeting
There is still some mud on the road, Councillors will monitor the situation Clerk to advise resident accordingly.
d) E Mail received concerning the Queens Jubilee Beacon.
This was discussed, and Cllr Mrs. Martin advised that Horncastle Town Council are arranging celebrations for the weekend, it was therefore agreed that due to the size of the village, a beacon would not be viable.
6. Planning

7. Feedback from the ELDC & LCC Councilors
Cllr Mrs. Bradwell (LCC) Cllr Mrs. Bradwell’s highways report will be discussed at agenda item 12. Cllr Mrs. Bradwell then gave a report on WIFI connectivity.
8. Finance
a) Bills to pay
Salary Oct /Nov £ 153.16
Petty cash £20.00
Village Hall (rent) £175.00
Clarks Clerical Services (Audit) £50.00
It was proposed by Cllr Miss Barrett, seconded by Cllr Doody & unanimously agreed that these bills should be paid.
b) Half yearly audit – Cllr Jamieson read out the report.

c) To discuss and agree the 2022/23 budget, and agree the precept claim - Information sent to Councillors before the meeting
To include discussion concerning a Village Hall donation.
The budget was discussed, and it was agreed that the reserve for the SID should be increased to £2000.00. This would decrease the general reserve to £1311.00.
It was proposed by Cllr Jamieson, seconded by Cllr Doody and unanimously agreed that the precept should be increased by 2% making the precept claim £4266.00.
The Clerk will contact the Village Hall Committee concerning their request for a donation.

It was unanimously agreed to adopt the policies without amendment
10. Speed watch - Cllr Doody
a) Report
There is a possibility of a resident will join the group, Cllr Doody will arrange training.
b) Installation of a SID - costs of purchase / installation / maintenance to be considered (whole of life approach)
Approximate costings for the SID between £1700 and £2000.00.
There will also be a cost for fixing plates and possibly posts, Cllr Doody in conjunction with Highways, look into the locations that the SID can be placed.
11. Highways
a) Fix My Street Reports
Ref 399399 Speed limit sign considered to be in the wrong place
b) Speed limit by Deers Cottages – referred to Cllr Mrs. Bradwell
c) Report on Highways Visit – Cllr Jamieson
The Parish Council met with Cllr Mrs. Bradwell and Highways officer Richard Fenwick,
Footpath from the Church & the Durham Ox – to look at the possibility of kerbs to define the edge of the footpath and prevent vegetation encroachment; also, to ensure that overgrown hedges do not impede pedestrians using the path.
Drains- last cleared in August, these were noted as again being blocked with fallen leaves. It was also noted that during periods of high rainfall water is coming down from the field, and bringing silt with it, Cllr Mrs. Bradwell will investigate, and will find out the details of the owner of the field.
The placement of the speed limit at the Horsington end of the village will be investigated, as placement is currently sub-optimal for visibility. The poor condition of the pavements at Harper Garth were noted.
Cllr Jamieson thanked Cllr Mrs Bradwell for arranging the meeting.
12. Co Option
To discuss the way forward, this issue will be addressed in the next newsletter, in the meantime the vacancy will continue to be advertised.
One option could be to join with another neighboring parish council, this was briefly debated and felt inappropriate at this time.

13. Concerns from a resident over a parked car on Mill Lane.
This item was discussed and it was unanimously agreed that dealing with parking issues are not within the Parish Councils jurisdiction.
