Minutes of the Parish Council Meeting on 24th March 2021
Beginning at 6.30pm by way of a Virtual Zoom meeting

1. Chairman’s welcome
The Chairman welcomed those present.
2. Apologies for absence

3. Declarations of Interest
None
4. To sign as correct the minutes from the last meeting held on the 6th January 2021.
Proposed Cllr Jamieson, seconded Cllr M Doody and unanimously agreed that the minutes should be signed.
5. Clerks Report
a) Highways job list sent to Cllr Mrs. Bradwell
b) Reply sent to a resident confirming the discussion concerning the purchase of a Speed Indicating Device (SID).

6. Correspondence Received – sent to Councillors before the meeting
a) ELDC – email received concerning the damaged bin in Thimbleby on the B1190.
ELDC have advised that the request for a new bin has been added to their waiting list.
This item is to be added to the next agenda.
b) Email from a resident concerning fibre optic broadband.
The Council agreed that they would support residents who wish to look into fibre optic broadband, and agreed that the Council would advise the resident accordingly.
c) Email from a resident concerning a litter pick.
It was agreed that the Council would e-mail the resident thanking him for his efforts. It was also agreed that the Council would offer support a formalised voluntary group of litter pickers, by offering equipment, provided that the correct risk-assessment paperwork is completed
, and the group operates on a regular basis. Resident is to be advised of this decision.
d) Letter from a resident concerning planters.
This letter was discussed at length, it was agreed that the installation of planters requires more investigation and a “whole of life” consideration. It was agreed that the Council should invite the resident to the next meeting to discuss
working in partnership and to discuss the installation, liability insurance, and the ongoing management of the planters.
e) LIVES – request for a donation.
Meeting discussed the relevance of LIVES to the village, bearing in mind distance from significant medical centres and demographic. Cllr Mrs. Doody seconded by Cllr Jamieson proposed a donation of £50 for this worthwhile cause,
unanimously agreed.
7. Informative Matters from LCC & ELDC Councillors
LCC – Cllr Mrs. Bradwell has not received an update from Highways concerning the issues in the village, she will advise the clerk when the update is received. However, she has reminded all present that in the first instance fault reports
should be made through FIXMYSTREET, which is also available for residents.
She also asked the Parish Council if Dyson farming have advised the Parish Council that they would be transporting digestates. It was confirmed that the Council had not been advised.
8. Finance
a) Bills to pay
Salary February & March £153.16
Inland Revenue £57.00
LALC Training £9.00, Subs £ 80.71 total £170.71 inc £15.00 reclaimable vat
It was proposed by Cllr Jamieson, seconded by Cllr Doody and unanimously agreed that these bills should be paid.
b) Advice received from LCC that the bus shelter funds of £2759.00 are due to be credited.
c)) Balance of Accounts
Current account £7134.48 Petty Cash £13.65
In the absence of a Finance portfolio holder Cllr Jamieson had checked the account.

10) Speed watch - Cllr Doody
a) Report
Cllr Doody advised that he has now been told that the speed watch program, in accordance with COVID regulations could be recommence on the 27th March.
11) Co-option
The Councillor vacancy has been advertised on the notice Board; the Clerk has not received any enquiries. It was agreed that the advert should remain on the notice board and the website.
12. Sense of Community – Cllr Jamieson
Should the Council be undertaking activities which may enhance a sense of community for the village residents – to carry forward to the next meeting.
13. Village communications – Cllr Jamieson
Thanks were extended to Cllr Mrs. Doody for preparing the Council Newsletter, arrangements will now be made to print and distribute. The cost of printing the Newsletter will be £15 and arrangements will be made to print and distribute it.
14. Council ID/ Strapline/Branding – Cllr Mrs. Doody
A new strapline/branding was discussed and it was agreed to adopt
‘Thimbleby Parish Council working for the benefit of our village.’
15. Arrangements for future meetings in accordance with government legislation.
The Clerk reported that the government does not (currently) intend to extend the legislation for Councils to have virtual meetings. Therefore, all meetings should be held face to face after the 6th May. This however comes with its own problems in so much as Village Halls cannot open until 17th May, and then there will be restrictions on meeting numbers. The Councillors also expressed their own concerns over face-to-face meetings, and also the welfare of their Clerk. Further guidance is being sought.
For the time being the date for the Annual Parish Council meeting will remain May 12th, however this may change at short notice.
