4 To sign as correct the minutes from the last Parish Council meeting held on 24th March, and the Annual Parish Council meeting held on 12th May 2021.
Proposed Cllr Jamieson, seconded Cllr Miss Barrett & unanimously agreed that these minutes should be signed
5. To Ratify Decisions made between meetings
a) Resolutions made due to the Parish Council being unable to meet due to COVID.
b) Dates of meetings for the Fiscal year
Unanimously agreed that these items should be ratified.
6. Clerks Report
a) The Clerk has replied to a resident’s enquiry concerning gates erected without permission.

b) The Clerk has e mailed requesting an update on the replacement bin.

c) Mrs. Sutcliffe has advised that she is unable to continue in her new role as a Councillor, the Clerk has advised ELDC accordingly.

11) Speed watch - Cllr Doody
a) Report
The team had been out in May and plan a further session in July.
Training sessions for new volunteers can now be set up via zoom.
b) 60 mph at Deers Houses – should this be reduced – Cllr Jamieson.
It was agreed to contact Cllr Mrs. Bradwell concerning this matter.
c) Installation of a SID - costs of purchase / installation / maintenance to be considered (whole of life approach) – Cllr Jamieson
Cllr Jamieson requested that Cllr Doody seeks up to date information on the above for the next meeting.
12. To discuss emails received concerning planters in the village – sent to Councillors between meetings.
The Parish Council has received a request from FOTV to add four new village planters to its Liability Insurance. Having approached our insurers we regret to inform that they are unable to add the planters to our existing insurance as they are not Council assets. In addition, they cannot extend cover to include the volunteers maintaining the planters, as these volunteers are not working on behalf of the Council.
The Council recognises that it has no authority to direct the activities of other organisations. We would in this instance advise that the planters are removed from the highway until adequate insurance, including covering the volunteers, is in place. In addition, we assume that all Health and Safety recommendations have been adhered to.
The Clerk is to advise accordingly.
13. Broadband Connectivity - Cllr Jamieson
Letter sent to Councillors before the meeting and response received from managing authority, that there will be further updates in the next few months. Cllr Jamieson has e mailed them with further questions, however no reply has been received to date.
14. Village improvements
a) benches require sanding / re-painting/stained
Cllr Jamieson advised that a local resident has volunteered to sand and apply teak oil to the village hall bench.
b) grass cutting
It was agreed that the grass cutting is satisfactory.
