MINUTES of THE PARISH Council Meeting on 8th SEPTEMBER 2021

Beginning at 6.45pm at the Thimbleby village hall

2 Declarations of Interest

4 To sign as correct the minutes from the last Parish Council meeting held on 14th July 2021.

Proposed Cllr Miss. Barrett, seconded Cllr Doody & unanimously agreed that these minutes should be signed.

5. Clerks Report

a) The Clerk has reported the resignation of Cllr Sutcliffe to East Lindsey District Council, and has since advertised a cooption vacancy on the

Noticeboard, and Website.

This was discussed and agreed that the advert should be updated and left on the Notice Board & the website

6. Correspondence Received

a) E mail received from a resident concerning Fibre Broadband availability – acknowledged and sent to Councillors before the meeting.

There have been no further updates from LCC.

b) Thimbleby Village Hall – to discuss request for a donation – sent to Councillors before the meeting. Cllr Miss. Barrett declared an interest

This was discussed at length. It was agreed that the Council is happy to support with a donation, however the Council could not support an annual donation.  The Clerk will contact the Village Hall Committee requesting details of the amount they wish to request and details of what the donation would be used for.

This item was discussed and it was unanimously agreed that the priorities should be in priority order.

There were no changes

It was proposed by Cllr Jamieson, seconded Cllr Doody and unanimously agreed that the policies should be renewed.

11. Speed watch - Cllr Doody

a) Report

There have been no speed watch sessions recently – more volunteers are urgently needed.

b) Installation of a SID - costs of purchase / installation / maintenance to be considered (whole of life approach). Cllr Doody is investigating costs, and locations available – to be carried forward to the next meeting.

12. Highways

a) Speed limit sign considered to be in the wrong place Ref 399399

b) Speed limit by Deers Cottages – referred to Cllr Mrs. Bradwell

c) It was noted that the footpath that the footpath by the Church requires maintenance, due to the hedges and the narrow path, being overgrown. Cllr Jamieson will report this through Fix My Street.

d) To consider whether the Council would like a visit from a Highways Officer

It was unanimously agreed that the Parish Council would like to meet with a Highways officer to discuss the above, and various other issues.

The Clerk will contact Cllr Mrs. Bradwell and arrange.

13. To Discuss Health & Safety Issues around the derelict Chapel Lane Site – Cllr Jamieson

This was discussed and it was agreed that the Clerk should contact ELDC Enforcement

for advice.

14. Dyson Farming permissive Walkways – Cllr Jamieson

Residents have approached the Council to ask whether the permissive walkway will be reopened.  Cllr Jamieson has approached the Farm Manager.
