Dear Councillors

I hereby summons you to the Annual Parish Council Meeting of Thimbleby Parish Council on Wednesday 6th May 2026 starting at 7.15pm or shortly thereafter preceded by the Annual Parish Meeting of electors starting at 6.30pm.  If you cannot attend, please notify me with a reason for your absence.   The agenda is attached below.

1.            Election of Chair of Thimbleby Parish Council and signing of Declaration of Acceptance of Office

2.            Election of Vice Chair

3.            Apologies for absence to be approved if appropriate.

4.            Declarations of interest and consideration of any requested dispensations.

5.            To adopt the draft minutes from the Parish Council meeting held on 4th March 2026.

6.            To note the draft minutes of the Staffing Committee 14th April 2026

7.            To consider any matters arising from the previous meeting 4th March 2026 not already on this agenda including Clerk’s Report and actions taken.

8.            To consider the request for initial comments in respect of the Thimbleby Conservation Area Review from YourView@irvingpatrick.co.uk  taking place during 2026.

9.            To receive any written or verbal reports from District and County Councillors.

10.         Annual Governance and Accounting Return 2025-26

a) To receive, consider and approve cash book income and expenditure 2025-26 statements and asset register for publication.

b) To receive the Annual Internal Audit Report, consider the recommendations and approve publication.

c) To receive, consider and approve the Annual Governance Statement 2025-26 and for the Chair and Clerk to sign.

d) To receive, consider and approve the bank reconciliation, variance analysis and the Annual Accounting Statement 2025-26 and for the Chair to sign

e) To approve the dates of electors’ rights to be exercised Monday 1st July – Friday 10th August 2026.

f) To approve the Certificate of Exemption 2025-26 (if applicable) and publication of documents on the parish council’s website to meet obligations specified in the Council’s Publication scheme, Transparency Code and Accounts and Audit Regulations 2015.

To consider comments submitted in respect of new ELDC planning applications responded to between meetings and new applications and to receive updates on progress of previously considered applications:

•             Application reference 03438/25/OUT Planning Permission - Outline erection of up to 200 dwellings, with demolition of existing farm buildings, associated access, play area, public open space, landscaping and biodiversity enhancement (with means of access to be considered).

•             03900/25/RVC Section 73 application to remove condition no. 4 (outbuilding for domestic use) previously imposed on planning permission ref. no. Planning Inspector Decision: Approved.

•             00314/26/FUL Planning Permission - Erection of 8no. poultry units, agricultural workers dwelling, construction of a vehicular access road, excavation of land to provide an attenuation basin and associated infrastructure. Land South Of Poolham Lane, Poolham. - NEW

12.         To consider any highways, footpath and related issues and agree actions to be taken.

13.         To approve the Risk Register and Insurance Renewal

14.         To review the Terms of Reference and membership of the Staffing Committee and the Finance and General Purposes Committee.

15.         Finance

a)            To approve the payment of bills paid between meetings and bills to pay on the payment schedule.

b)            To note the bank reconciliation and account balance.

16.         To approve the following policies:

Financial Regulations, Code of Conduct, Communication and Engagement Policy; Complaints Procedure; Co-option Policy and Procedure; Health and Safety Policy; Publication Scheme; Staff Appraisal Policy; Equality and Diversity in Employment; Dignity at Work Policy; Social Media and Electronic Communications Policy; Pension Policy Statement; Volunteer Policy; Data Breach Policy; IT Policy; Data Protection Policy incorporating data breach procedure and privacy notice; Records Retention Policy; Grant Awarding Policy, Noticeboard Policy, Website Accessibility Statement 2026.

17.         To review Standing Orders and consider the amendments to the Standing Orders as follows;

 That Standing Order 12(g) be amended to read as follows:

“Draft minutes of Council and Committee meetings shall be circulated to councillors within 10 working days of the meeting, where practicable, and sufficiently in advance of publication on the Council’s website to allow councillors the opportunity to review and comment. Draft minutes shall be published in accordance with the Local Government Transparency Code 2015.”

That Standing Order 9(b) be amended to read as follows:

“b No motion may be moved at a meeting unless it is on the agenda and the mover has given written notice of its wording to the Proper Officer at least 7 clear days before the meeting. Clear days do not include the day of the notice or the day of the meeting.”

18.         To approve any bookings for training.

19.         To consider the draft copy and distribution of the Parish Council newsletter.

20.         To consider and approve the dates and hire of the Thimbleby Village Hall for 2026-27 for ordinary meetings of Thimbleby Parish Council until the Annual Meeting in May 2027.

21.         To resolve to exclude the public and press under the Public Bodies (Admission to Meetings) Act 1960 on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.

22.         To consider a confidential staffing matter and authorise associated expenditure.
