MINUTES of THE PARISH Council Meeting on 12th January 2022

Beginning at 6.45pm at the Thimbleby village hall

4 To sign as correct the minutes from the last Parish Council meeting held on 10th November 2021.

Proposed Cllr Cllr Doody, seconded Cllr Mrs Doody & unanimously agreed that these minutes should be signed.

5. Correspondence Received

a) Various e mails received from a resident concerning complaints made from residents received by him – Sent to Councillors before the meeting – Council response required. Councillors agreed that a response would be worded and sent within 10 days.

b) Various e mails received from a resident requesting an Archer survey on Mill Lane

Various communications sent / received to the relevant authorities have indicated a reluctance to carry out a survey at this time.

c) 18 letters received (in bulk) from the same resident, individually signed and addressed, requesting the purchase of a SID for Mill Lane.  Although all 18 are residents of Thimbleby, 1 of the residents is not registered on the electoral role.

d) email from a resident requesting individual acknowledgements for the above letters.

Councillors discussed and agreed that individual letters of response would be written and hand-delivered, rather than posted, thereby avoiding unnecessary expense.

6. Clerks Report

a) Request made to Highways requesting Archer surveys – Reply sent to Councillors.

b) Reply sent to resident concerning Mud on Paths & Highways

c) Reply sent to the Village Hall committee concerning request for funding.

Financial matters were discussed and unanimously agreed to be correct.

HSBC have commenced levying charges for the first time. Council discussed and determined with Clerk that we should change banks as long as Clerk has sufficient hours remaining in the year to achieve this.

10. To review & re adopt the following polices – Sent to Councillors before the meeting

Equality and Diversity Policy – unanimously agreed to re-adopt.

11. Speed watch - Cllr Doody

a) Report

Cllr Doody noted that 2 additional residents have undergone training, with a further 2 imminent. Cllr Doody will conduct hands-on familiarization training with new recruits.

12. Highways

a) Fix My Street Reports

Ref 399399 Speed limit sign considered to be in the wrong place – Cllr Mrs Bradwell has advised that no further action is being taken.

b) Speed limit by Deers Cottages – referred to Cllr Mrs. Bradwell, who advised that painting the word SLOW on the road may assist drivers to use more appropriate speeds.

c) Highways officer has suggested that white “gates” at the village limits may be effective traffic calming options.

d) Highways are planning to re-edge the footpath that runs from Church toward Horncastle.

13. Village Broadband

Cllr Bradwell committed to chase up the relevant dept for a progress update. C/f to subsequent meetings.

14. Newsletter

Mrs Doody was thanked for her hard work in assembling the newsletter; this will go to print and be distributed by end February.

15. To discuss purchase of street furniture poppies for use in October.

Council needs to understand a) the cost and b) how these might be managed / stored / re-used. Contact with British Legion required.
