MINUTES of THE PARISH Council Meeting on 7th SEPTEMBER 2022
Beginning at 6.45pm at Thimbleby village hall

Public Participation
A resident raised concerns about the poor notification of road works in Thimbleby and cancellation of the Village Fete. The Chair extended the public participation with the agreement of all councillors until 7.45pm. Three representatives from Dyson Farming presented proposals about a potential new housing development in the village and they asked for feedback.

All parish councillors present.
2. Declarations of Interest and consideration of any requested dispensations
None.
3. To sign as correct the minutes from the last Parish Council meeting held on 13th July 2022.
Amendment to Minute 8 “Dog bins were discussed and it was requested if an existing one could be moved to Mill Lane.” Adoption of the draft minutes deferred to next meeting after amendment by the Clerk.
4. To consider any matters arising from the previous meeting 13th July 2022 not already on this agenda including Clerk’s Report and actions taken.
Cllr Bradwell will check if LCC Highways could ask for hedge obstruction of village footpaths to be sorted.
5. Correspondence Received
Noted LALC E-News; Police Reports; ELDC Town and Parish News; Louth Town Council (active travel scheme survey); Purple-lidded paper and card briefing, SAAA 2022 Opt-out Communication.
6. Planning
To approve comments submitted in respect of new ELDC planning applications responded to between meetings and new applications to consider and to receive updates on progress of previous applications:
- Application reference S/181/00463/22 Planning Permission - Erection of 3no. detached dwellings. ELMLEA FARM, ELMHIRST ROAD, THIMBLEBY, HORNCASTLE, LN9 5LX

Response – Declarations of interest declared and council would be inquorate so moved onto next business.

7. To receive written and verbal reports from ELDC & LCC Councillors
LCC Cllr Bradwell reported that BT Openreach planned to upgrade the area by early 2024 and parish councillors expressed disappointment to hear of further delay. Cllr Bradwell will take the late reporting of roadworks by Western Power back to LCC Highways.
ELDC Cllr Martin had emailed about bins in village. She wondered if the parish council could purchase the bin in Mill Lane as ELDC funding was limited. Agenda item for next meeting put forward by parish councillors. Concerns about lack of grants for Warm Spaces. Horncastle charity set up to support communities within 5-mile radius of Horncastle so will include Thimbleby parish. Nipper bus may be able to get people into Horncastle. To note that Boston College move into new Hub in September and ELDC may start moving in January 2023. On planning ALDI application being considered for Horncastle – a retail consultant is being appointed to advise ELDC.
8. Finance
a) To approve the payment of bills.
It was proposed, seconded and unanimously approved RESOLVED to authorise payment of the following payments.

b) To consider any actions to take regarding the bank account.
The Clerk reported the balance as at 12th June 2022 was £13,125.61and no later bank statements received by the Clerk. The Chair undertook to contact the bank.
9. Speed watch
Cllr M. Doody reported that the last planned session was abandoned due to inclement weather. The Clerk to add purchase of Speed Indicator Device to the next agenda and to obtain quotations.
10. To consider the SAAA 2022 Opt-out Communication
It was proposed, seconded and unanimously approved not to opt-out.
11. To consider overgrown hedges and the effect on footpaths and action to be taken.
Cllr Bradwell would take this issue up with LCC Highways Officers.
12. To approve the following policies; Civility & Respect Pledge, LGA Councillors’ Code of Conduct, Equality and Diversity Policy, Dignity at Work Policy, Social Media and Electronic Communications Policy
The draft policies had been circulated prior to the meeting and it was proposed, seconded and unanimously approved to adopt all of them.
13. Newsletter
Topics for next edition; Nature walk, Broadband, Bin System, Buses & transport, Co-option and elections, Warm Spaces/Cost of Living signposting information.
14. Agenda Items for the next meeting
Bin for Mill Lane; co-options for potential councillors, elections 2023, painting the bus shelter, budget and precept-setting.
