Minutes of Thimbleby Parish Council Meeting on 10th JULY 2024

at 6.45PM at stanhope hall, horncastle.

Public Participation period

Concerns raised about the state of the footpath near the Church.  LCC Highways had been informed on FixMyStreet about it and the state of the hedge cuttings left on the path and verge. The litter bin had disappeared.  The Chair explained that this had been formally moved to Mill Lane at the Parish Council’s request.  Resident was concerned that dog walkers did not know and were leaving dog mess bags around the area.  Was another bin possible? The Chair advised that ELDC were not purchasing new bins but the Parish Council would consider doing so if ELDC would empty it.  This could be added to a future agenda. A resident said that 47% of vehicles in Mill Lane were speeding, resident’s letters submitted to the parish council had not been responded to and could one of the Speed Indicator Devices be moved to there and the passive speed signs be refreshed. The Chair with contributions from other councillors explained that it was not easy to move the existing Speed Indicator Devices, the petition that had been submitted would not be individually responded to and funds were being raised to buy another Speed Indicator Device for Mill Lane and that the parish council was approving the purchase of new passive speed signs. The co-ordinator for Community Speed Watch also needed more volunteers and was happy for interested residents to contact him directly.  The Chair said this would be included in the next parish council newsletter.    

 

76/24.         Welcome by Chair of the Parish Council.

All were welcomed to the temporary venue while Thimbleby Village Hall was undergoing works.

79/24.         To adopt the draft minutes from the Parish Council meeting held on 8th May 2024 and 26th June 2024.

It was proposed, seconded and RESOLVED to adopt both sets of minutes and the Chair signed them.

80/24.         To consider any matters arising from the previous meetings 8th May and 26th June 2024 not already on this agenda including Clerk’s Report and actions taken.

The Clerk reported that the Notice of Public Inspection had been posted in the noticeboards.

81/24.         Correspondence Received

82/24.         Planning

•        Application reference S/181/01013/23 and S/181/01014/23     Planning Permission - Change of use, conversion of, extension and alterations of existing barn which is a listed building to form a dwelling - VILLAGE FARM, MAIN ROAD, THIMBLEBY, HORNCASTLE, LN9 5RE

Thimbleby PC: No comments made as the changes could not be identified.

83/24.         To receive written and verbal reports from ELDC & LCC Councillors

LCC - Cllr Bradwell said she would take up the footpath issues raised by residents.

ELDC – Cllr Martin said that she would send out an ELDC Community Grant application for the Clerk to apply for funds to purchase the proposed Speed Indicator Device and Cllr Campbell-Wardman and Cllr Avison would split this allocation to help the village.  A sum of £1725 would mean £575 contribution from each of the three District Councillors for this ward.

84/24.         To consider any highways, footpath and related issues.

a)       To receive an update on recent flooding issues in the parish.

Investigators appointed by LCC visited. No further issues at this time.

b)       To receive an update on dog fouling issues.

Signs had been put up.  No further issues had been reported in Dawber Lane.

c)       To complete Speed Indicator Review.

It was planned that once the new 30MPH signs were installed the SIDs would be turned around. 

85/24.         To receive an update relating to the Village Pump and wall.

The Clerk was undertaking more research on the issue and would report at a future meeting.

86/24.         To receive an update on the Council’s Community Speed Watch.

The Clerk had organised a training event outside the village as there was one trainer covering Lincolnshire.  The co-ordinator would be advised to publicise it and encourage take up of the training on offer.

87/24.         To approve newsletter content.

It was proposed, seconded and RESOLVED to proceed with preparations to print and distribute across the parish when ready.

88/24.         Finance

a) To approve the payment of bills paid between meetings and bills to pay on the payment schedule.

£200 Lincolnshire County Council – passive speed signs and 236.84 Salary costs.  It was proposed, seconded and RESOLVED to make these payments.

b) To note the bank reconciliation and account balance.

Council noted £11,663.93 as at 12th June 2024.  Latest bank account statement is imminent.

c) To receive the Internal Auditor’s Report and consider actions to be completed.

The Internal Auditor’s Report had been circulated prior to the meeting. No actions were required.  It was proposed, seconded and RESOLVED to publish the report.

89/24.         To consider and approve any nominees for co-option.

None

90/24.         To approve any bookings for training.

None

91/24.         To consider date of next ordinary meeting of Thimbleby Parish Council – Wednesday 11th September 2024 7pm and any items to be proposed for the agenda and future dates; Wednesday 6th November 2024 7pm; Wednesday 8th January 2025 7pm; Wednesday 5th March 2025 7pm; Wednesday 7th May 2025 7.15pm Annual Parish Council Meeting and public participation period will commence at 6.45pm.

It was proposed, seconded and RESOLVED that no changes needed to be made.

92/24.         To exclude the media and public from the meeting by reason of the confidential nature of the business to be transacted in accordance with the The Public Bodies (Admission to Meetings) Act 1960 Sec 1 (2).

93/24.         To receive feedback from the Clerk’s appraisal and to decide any actions to be taken.

The Clerk’s appraisal had been conducted by Cllr A. Doody and Cllr P. Buckingham and Cllr A. Doody would write it up.
