MINUTES OF THE PARISH COUNCIL MEETING ON 11TH SEPTEMBER 2024
AT 6.45PM AT STANHOPE HALL, HORNCASTLE.

94/24. Welcome by Chair of the Parish Council.
All were welcomed to the temporary venue while Thimbleby Village Hall was still undergoing works.  
95/24. Apologies for absence to be approved if appropriate.
District Cllr F.Martin sent apologies. 
96/24. Declarations of Interest and consideration of any requested dispensations
None.
97/24. To adopt the draft minutes from the Parish Council meeting held on 10th July 2024
It was proposed, seconded and RESOLVED to adopt the draft minutes and the Chair signed them. 
98/24. To consider any matters arising from the previous meetings 10th July 2024 not already on this agenda including Clerk’s Report and actions taken.
The Clerk reported that the Community Grant application form had been submitted – Minute 83/24. 
99/24. Correspondence Received
Councillors noted LALC E-News (two-weekly); LALC Training Bulletin (monthly); ELDC/LCC Town and Parish News; Safer Together Team Newsletter; former resident gifted a 1975 edition of ‘Lincolnshire Life’ about Thimbleby; LCC Edlington Road closure 10-12th September 2024; a resident sent a ‘Thank You’ email for the redecoration of benches, bus shelters and noticeboards.

101/24. To receive written and verbal reports from ELDC & LCC Councillors
LCC - Cllr Bradwell said that drains had been checked along Thimbleby Main Street. More work is likely to review sources of water and if any ditches could be used to redirect the water flow. The Fire Service and Emergency Resilience Team could speak to residents about preparing an Emergency Plan.  
ELDC – Cllr Campbell-Wardman said that the ELDC Community Grant application had been approved by the District Councillors and now awaited the Senior ELDC officers to approve and release the funds so a third Speed Indicator Device can be purchased. 
102/24. To consider any highways, footpath and related issues.
a) To receive an update on recent flooding issues in the parish.
Cllr Bradwell had updated in minute 101/24 and no further information on this item. 
b) To receive an update on the Council’s Community Speed Watch.
No volunteers had come forward at this time. 
c) To consider purchase of the Speed Indicator Device (SID) on receipt of ELDC Community Grant for Mill Lane, Thimbleby.
The Clerk advised that he had been sought several times from Elan City for an up to date quotation but nothing had been received.  Based on the cost of the previous SID purchase it was proposed and RESOLVED that it was delegated to the Clerk to purchase a SID from Elan City after an acceptable quotation received and cleared funds had been received from ELDC Community Grant.  
d) To consider provision of bins in the parish.
After debate it was noted that ELDC had moved the bin from its previous location next to the seat because of unpleasant smells, flies and litter and that ELDC were not purchasing any new bins.  A sign could be erected to alert dog walkers where the moved bin was located. 
e) To deal with any previous or new issues that have arisen.
Residents could use FixMyStreet to report any new or ongoing issues and LCC Highways did respond quickly to new issues logged. 
f) To consider the delivery and installation of the replacement noticeboard.
Delivery was now expected week-commencing 23rd September due to a the supplier needing to fix fault with the glass. 
g) To consider arrangements for Remembrance period in November. 
It was proposed and RESOLVED for the Clerk to purchase new plastic ties for the large poppies to be attached to the lampposts by Cllr Doody. 
103/24. To receive an update relating to the Village Pump and wall.
It was proposed and RESOLVED for the Clerk to ask Robert Bell & Co to undertake the valuation for insurance purposes. 
104/24. To approve newsletter content production and distribution.
It was proposed and RESOLVED to include information about Pension Credit, Warm Places, Household Support Grant, Food Banks, Holiday Activity Clubs, Co-opting new councillors and redecoration of street furniture where space and time permitted. It was noted that a local advert would cover the cost of printing. Distribution areas were agreed between the Clerk, Chair and Cllr Buckingham. The Clerk would prepare address lists to ensure every household received a parish council newsletter. 
105/24. Finance
a) To approve the payment of bills paid between meetings and bills to pay on the payment schedule. 
236.84 Salary costs, £1,691.38 for redecoration of bus shelters, seats and noticeboards, £35.00 ICO.  It was proposed, seconded and RESOLVED to make these payments. 
b) To note the bank reconciliation and account balance. 
Council noted £11,663 as at 12th July 2024.  Latest bank account statement is imminent. 
106/24. To consider and approve any nominees for co-option.

107/24. To approve any bookings for training. 
None
108/24. To consider date of next ordinary meeting of Thimbleby Parish Council – Wednesday 6th November 2024 7pm and any items to be proposed for the agenda
Appointment of internal auditor to be included in next agenda.
