MINUTES of THE PARISH Council Meeting on 11th JANUARY 2023

Beginning at 6.45pm at Thimbleby village hall

Public Participation

There were no members of the public to raise matters.  The council meeting began at 7pm.

1. Apologies for absence to be approved if appropriate

All parish councillors present.

2. Declarations of Interest and consideration of any requested dispensations

None.

3. To sign as correct the minutes from the last Parish Council meeting held on 9th November 2022.

It was proposed, seconded RESOLVED to adopt the draft minutes and the Chair signed the minutes.

4. To consider any matters arising from the previous meeting 9th November 2022 not already on this agenda including Clerk’s Report and actions taken.

Minute 8e) Internal audit awaited. Minute 9 - SIDs purchase delayed pending receipt of donation(s). Minute 10 – NEST account opened. Minute 11 – Cloud Next account opened and awaiting email account set-up demonstration.

5.  Correspondence Received

Noted LALC E-News (weekly); Police Reports(monthly); ELDC/LCC Town and Parish News; The Pension Regulator re-enrolment request – Clerk will deal with; Civility & Respect Newsletter (Nov2022); Horncastle Support Fund Team email foodbank/grants (30/11/2022); Alford Storage and Textile Company (ASTCO) email (11/12/2022); Lincolnshire County Council Emergency Planning and Business Continuity email (6/12/2022) – Horncastle Town Council will add Thimbleby to the HTC Emergency Plan.

6. Planning

To approve comments submitted in respect of new ELDC planning applications responded to between meetings and new applications to consider and to receive updates on progress of previous applications:

S/181/02111/22 and S/181/02112/22 Planning Permission - Extensions and alterations to the existing dwelling (which is a Grade II* Listed Building) to provide additional living accommodation on the site of part of the existing dwelling which is to be demolished.  WHITE COTTAGE, MAIN ROAD, THIMBLEBY, HORNCASTLE, LN9 5RE

7. To receive written and verbal reports from ELDC & LCC Councillors

8. Finance

a) To approve the payment of bills.

b) To note the bank account balance.

The Clerk reported the balance was at 12th December 2022 was £12,390.46.

c) To approve the draft budget for 2023-24

It was proposed, seconded and unanimously approved RESOLVED the budget is £3630.

d) To approve the precept for 2023-24.

Councillors noted tax base for Band D equivalent dwellings was 92. It was proposed, seconded and unanimously approved RESOLVED to precept £4437. Parish Council average Band D council tax is expected be £48.23.

e) To review and approve direct debits

It was proposed, seconded and unanimously approved RESOLVED to pay through direct debit for Information Commissioners Office, NEST Pensions and HMRC.

9Speed watch

Cllr M. Doody reported that there had been inclement weather and insufficient volunteers to hold a session and CSW training was limited at the moment for any new volunteers. It was noted that a £500 donation had received from the proprietors of Thimbleby Court residential care home towards the SID’s and it was RESOLVED that a letter of thanks was to be issued. Clerk to order the SID’s as previously approved and to contact LCC regarding the erection of poles at the agreed locations.

10. To consider potential co-options, arrangements for elections 2023 and publicity.

No candidates for cooption.  May need to promote the May election in newsletter.

11. To consider and approve next steps and spending on Winter 2023 newsletter.

Community Speedwatch volunteers, users and maintenance cost of 3 noticeboards, promote FixMyStreet, Horncastle Nipper/Call Connect, Co-option and election (mentioning new photo ID requirement), public thanks for donation from Thimbleby Court, donation made to Royal British Legion, Coronation, keeping footpaths clear of obstructions and pre-application consultation on development by Dyson Farms.

12. To approve arrangements for bin in Mill Lane in accordance with ELDC Litter & Dog Bin Policy

The Chair is dealing with this and deferred to next meeting.

13. To consider and approve arrangements for gritting and a grit bin in the parish.

The council has a tonne of salt for the parish stored in a farmyard and will call on it when necessary. The logistics of putting a grit bin and maintaining it somewhere in the parish was not considered feasible at this time.

14. To note the date of a public meeting and consultation by Dyson Farms on 23rd January 2023 regarding potential development of Hallgarth Yard, Thimbleby and approve arrangements for the parish council to attend.

Parish Council has booked the Village Hall and Dyson Farms will pay for a flyer 23rd January 4-6pm.  

15. To note the date of the Coronation on 6th May 2023 and Bank Holiday and approve any arrangements the Council wish to make for the parish.

Any events are likely to be organised around the church, village hall area and some bunting and flags may be put up.  Further local discussions will take place.

16. To approve the date for the Annual Parish Meeting.

8th March 2023 6.30pm. Invite churchwarden, local groups, LCC and ELDC representatives.

19. To consider and approve a quotation for parish bus shelters and seats redecoration from D. Couture, painter and decorator.

The Clerk to investigate cost of maintenance of noticeboards. Check if a further quotation could be possible to ensure value for money.

 

Next Meeting March 8th, 2023 7pm preceded by the Annual Parish Meeting at 6.30pm.
