MINUTES of THE PARISH Council Meeting on 27TH September 2023

at 7.00pm at THIMBLEBY VILLAGE HALL

There were no other members of the public to raise matters.

17/23. Apologies for absence to be approved if appropriate.

None

18/23. Declarations of Interest and consideration of any requested dispensations

None

19/23. To adopt the draft minutes from the Parish Council meeting held on 28th June 2023.

It was proposed, seconded and unanimously RESOLVED to adopt 28th June 2023 minutes.

20/23. To consider any matters arising from the previous meeting 28th June 2023 not already on this agenda including Clerk’s Report and actions taken.

The request for a litter-picking kit was not successful this time.

21/23. Correspondence Received

The Council  noted the following correspondence; LALC E-News (two-weekly); LALC Training Bulletin (monthly); ELDC/LCC Town and Parish News; LCC/National Grid Planned street-lighting and electricity works; ELDC UK Shared Prosperity Funding workshops; Horncastle Matters receipt with thanks; Query from a resident regarding SID’s deployment and data and a potential donation; ELDC PRIDE team email; St Barnabas fundraising events email; Decoration of benches and noticeboards email update; LCC neighbourhood & drains surveys; ELDC casual vacancy notice.

22/23. Planning

To approve comments submitted in respect of new ELDC planning applications (see ELDC website for the plans) responded to between meetings and new applications to consider and to receive updates on progress of previous applications:

  • Application reference S/181/01683/23 Planning Permission - Erection of a two storey dwelling and a detached single garage and construction of a vehicular access – ELMLEA FARM, ELMHIRST ROAD, THIMBLEBY, HORNCASTLE, LN9 5LX - NEW – comments by 25/9/2023

RESOLVED councillors to review and if any comments to submit to the Clerk to submit to ELDC.

  • Application reference S/181/01013/23   Planning Permission - Change of use, conversion of, extension and alterations of existing barn which is a listed building to form a dwelling - VILLAGE FARM, MAIN ROAD, THIMBLEBY, HORNCASTLE, LN9 5RE

Thimbleby PC: Objection with comments.

ELDC Decision: Decision awaited.

  • Application reference S/181/01090/23 Planning Permission - Erection of 14no. holiday lodges, construction of internal access roads and car parking and construction of a bund and fencing - THIMBLEBY LAKES LTD, MAIN ROAD, THIMBLEBY

Thimbleby PC: Objection with comments.

ELDC Decision: Decision awaited.

23/23. To receive written and verbal reports from ELDC & LCC Councillors

Written newsletters received. No LCC or ELDC Councillors present. Councillors noted that the bench by the bend was overgrown. The Rectory hedge was overgrown and may need enforcing a cut by LCC as pedestrians and other users unable to pass. Leaves may be blocking the drains – councillors will remain observant on this topic and report if found. Poolham Lane needs patching.

24/23. Finance

a) To approve the payment of bills paid between meetings and bills to pay on the payment schedule. 

Lincolnshire County Council - £600.00 – Speed Indicator Device poles

Employee salary - £220.17 – Salary, HMRC, NI, pension

b) To note the bank reconciliation and account balance. 

£8740.59 as at 12th September 2023.

c) To consider and approve amendments to bank signatories

Proposed, seconded and unanimously RESOLVED to remove M.Jamieson and add P.Buckingham.

d) To consider items for inclusion in budget preparation for 2023-24. 

Ideas submitted for potential inclusion:- Village Hall noticeboard redecoration; Village Pump renovation; new bin if the existing bin needs replacing to new location; Grass-cutting contract with LCC; Community Speedwatch signs renewals; Speed Indicator Device.

25/23. To consider and approve any nominees for co-option.

None

26/23. To approve purchase of poppies and other items for Remembrance

It was proposed, seconded RESOLVED to purchase 20 large poppies for the parish to make a donation to Royal British Legion of up to £100.

27/23. To consider any bin moves, noticeboard changes and other asset changes.

Clerk to contact ELDC on bin move progress. Councillors will think further about the number of noticeboards needed.

28/23. To approve any bookings for training.

M.Doody – book onto LALC Chairs Workshop

29/23. To note date of next meeting of Thimbleby Parish Council – 8th November 2023 and any items to be proposed for the agenda.
